The Holyoke City Council will vote on Nov. 21, 2017 whether to establish an ordinance to regulate retail marijuana businesses, a rule that would limit them to industrial zones and end the need for a moratorium. HOLYOKE -- Establishing a retail marijuana firm would require a $500 fee and a special permit from the City Council and the business would be confined to general industrial zones, under a City Council committee's recommendation Tuesday.
